About the West Side Federation for Senior and Supportive Housing, Inc. (WSFSSH)
WSFSSH is a non-profit organization that has been providing affordable housing to seniors and
others in need of supportive services for over 30 years. WSFSSH develops, owns, manages, and provides supportive services in 22 buildings (in Harlem, the Bronx, and the West Side of Manhattan) serving over 1,600 individuals. WSFSSH specifically seeks to provide quality affordable housing and services to the elderly, homeless individuals, persons living with HIV/AIDS, individuals with mental illness, and others in need of supportive services that enable them to live independently within the community.
About Housing Development at WSFSSH
Housing development at WSFSSH includes the construction and/or substantial rehabilitation of new affordable and supportive housing units, often in conjunction with development of complementary community facility and/or commercial space, as well as the acquisition/preservation of existing units to ensure their long-term affordability. Some examples of projects WSFSSH is currently engaged include: a 115-unit new construction project in the Bronx incorporating 20 units of family housing with a 95-unit assisted living complex for seniors; a gut renovation of a historic building on the Upper West Side incorporating permanent studio apartments for low income individuals and a transitional shelter for seniors at risk of homelessness; the acquisition and preservation of a 145-unit low-income housing development for seniors in the Bronx; and the new construction of 480-student charter school in Washington Heights. WSFSSH development projects are typically financed via a range of local, state and federal capital grants; equity proceeds from the sale of Low Income Housing Tax Credits (LIHC) &/or New Markets Tax Credits (NMTC); and debt financing. Most projects also require operating and/or social service subsidies (via project-based contracts or tenant-based vouchers) to ensure affordability for very low-income households.
Job Description
The Senior Project Manager for Housing Development will report to the WSFSSH Director of Housing Development and will be responsible for overseeing several housing development projects from inception to construction completion and conversion to permanent financing. The position will require collaboration with others within WSFSSH to facilitate overall development goals. Such goals will include: site identification and acquisition; development and tracking of project budgets and coordination/securing/requisitioning of project capital and operating funding; selection and oversight of the project team (including architect, contractor, and environmental or other consultants) both before and during construction; coordination of all pre-development activities (including but not limited to community outreach and notification; facilitation of tenant relocation efforts; participation in land use review protocols; identification of potential commercial and/or community tenants, etc); collaboration with WSFSSH executive leadership and legal counsel to structure project ownership models; careful review of all project legal documentation; and coordination of activities of all internal and external team members to ensure that projects are delivered on time and on budget.
Required Applicant Qualifications
The successful applicant will be a creative and motivated self-starter, with a strong degree of initiative, and the capacity to develop a long-range “vision” for existing and potential projects. The ability to juggle multiple priorities and maintain an attention to detail is paramount. The applicant will have strong financial and analytical skills, including a careful eye when reading and analyzing project-related reports and contracts. The ideal candidate will possess strong writing, communication, and people skills and will demonstrate an interest in affordable and supportive housing.
Specific skill-sets required for the job include:
1. Demonstrable ability to prepare real-estate related financial projections and analyses, including: pro-forma projections of development, operating, and service budgets; construction draw schedules, cash flow and reserve analyses, etc. Ability to track project expenditures and manage project cash flows during pre-development and construction.
2. Demonstrable real-estate related project management experience – in particular, management of projects while “in-construction.” This includes familiarity with construction-related issues around zoning, expediting, and construction methods (in particular foundation and superstructure).
3. Experience utilizing New York City, New York State, and federal programs for subsidized housing. Candidate should understand and be comfortable with grant, equity, and debt structures – including bond and commercial credit transactions. Prior experience working with the New York City Department of Housing Preservation and Development’s Supportive Housing Loan Program is desirable, but not requisite.
4. Ability to manage workload with minimal oversight
5. Ability to work collaboratively in a multi-cultural setting
6. Spanish fluency a plus
