Database Analyst, Vital Statistics

The Bureau of Vital Statistics (BVS) is recruiting for a Database Analyst for its Electronic Vital Event Registration System (EVERS) and other applications. EVERS is the mission-critical platform for all future Vital Records and Vital Statistics operations. It is used to register, store, certify, issue, analyze and report on births, deaths, and spontaneous and induced terminations of pregnancy in New York City, and related data. Under the supervision of the Director of Operations, with broad scope for independent initiative and judgment, the Database Analyst will:
Analyze vital statistics data files for quality assurance.
Collaborate with Vital Statistics staff on research and reports for quality improvement of birth and death data.
Write procedures, reports, and functions using Microsoft SQL and reporting tools, such as LogiXML.
Develop, design, implement, enhance, maintain and analyze database systems, queries, and procedures.
Collaborate with Vital Records and Vital Statistics staff on developing measurement indicators and reports for program evaluation.
Work with DIIT in migrating all Vital Records and Vital Statistics data and processes from a mainframe to a Wide Area Network server environment.
Review and develop detailed system and data collection protocols to accommodate changing business process, and outside bureau needs for public health data related to births and deaths.
Provide analytic and technical support to BVS.
Preferred Skills:
Minimum 3 years experience hands-on database analysis using Microsoft SQL.
Minimum 3 years experience with table, report and query design.
Experience with security, data integrity, data retention, backups, and disaster planning.
Excellent demonstrated verbal and written communication skills and the ability to work independently and collaboratively.
Excellent demonstrated analytical, organizational, and interpersonal skills.
Ability and experience with the analysis of complex business processes.
Experience with managing and analyzing large public health datasets.
